Frank has been licensed in real estate since 1976 and involved in real estate appraisal since 1977. He has experience as a Real Estate License Law, Real Estate Brokerage and Real Estate Appraisal Instructor for St. Petersburg College and several private real estate schools.
In February, 2000, Governor Jeb Bush appointed Frank the Florida Real Estate Appraisal Board, the State Regulatory Agency for Real Estate Appraisers. Frank served three terms as Vice Chairman of the Florida Real Estate Appraisal Board (2001, 2003 and 2005) and four terms as Chairman (2002, 2004, 2006 and 2007). He was appointed to a second term as a member of the Florida Real Estate Appraisal Board in January, 2004 and continued as a member of the FREAB until February, 2008.

The National Association of REALTORS Appraisal Section Committee has awarded Frank the RAA (Residential Accredited Appraiser) designation.
Francois Gregoire is a member of the National Association of Independent Fee Appraisers and has been awarded the IFA (Independent Fee Appraiser) designation.
Frank successfully completed over 500 hours of real estate and real property appraisal education, including over 75 hours of instruction in the Uniform Standards of Professional Appraisal Practice.

Frank is a past Chairman of the National Association of REALTORS Appraisal Committee. He served as Chairman of the Florida Association of REALTORS Appraisal Council for the third time in 2004. He is often invited as a guest speaker for conferences and professional associations on appraisal related subjects. These include the National Association of Home Builders Green Building Conference, the Florida Association of REALTORS Annual Conference, the Florida Quality Council and the Appraisal Institute Washington Summit.
Most recently, Frank was a panelist for the Allterra Consulting Group's Appraisal Fraud Conference in Cincinnati, Ohio. In October, Frank participated as a panelist during the Appraisal Institutes's Washington Summit.
Along with Rachel Dollar, of Mortgage Fraud Blog fame, Frank updated REALTORS on how to combat mortgage and valuation fraud during the National Association of Realtors Annual Conference in November, 2007.
